Odhams Walk Residents' Association
Last year was a quiet one for the Odhams Walk Residents' Association (TOWRA) as residents' energies were spent investigating the possibility of setting up a Tenants' Management Organisation. This involves taking responsibility for some aspects of Westminster City Council's annual budget for maintaining and running services on the estate. Damp from lack of ventilation has been an issue since the first residents moved in in 1981, but the Council has yet to provide the simple solution of increasing ventilation despite 19 surveyors' reports! After many lengthy meetings, most of those involved feel there is a good case for going ahead with this as there appears to be adequate funding to provide an improved service. The advantage of such a system is that residents have a greater say in the running of the estate, an office with a part-time administrator would be set up on the estate and savings could be made to fund further improvements. We are particularly grateful to Claire Morgan from Westminster and Neville Archer from PPCR consultancy for their help in this issue.
At the annual general meeting on 29th April it was noted that we have a healthy budget, some of which may be spent on yet more gates to try and prevent the nuisance problems at night which centre on the upper planters. After a heavy, but very productive term as a mainstay of the residents management issue and the damp problem, John Howell resigned as Chairman and a new committee was elected. Norman and Marion Richardson are due to move this year after many years invaluable contribution to TOWRA, which is also much appreciated by the residents. There was a chance to question a representative of the freeholders on the proposed replacement of the asphalt and paving slabs in June, a job that will take the best part of a year. There were justified complaints about the noise and disturbance of the Neal Street development for those residents living directly above these major works. The local Police gave a report and were thanked far their help. The meeting ended with a lively discussion about the proposed Hospital project in Endell Street, with both sides getting a good airing.
