We have continued to work closely with both Charing Cross and Holborn police divisions during the year. The weekly contact with the Community officers has been very useful, whilst we have also attended the various Working Group and Consultative Group meetings, where we have been able to offer constructive support as well as criticism. The past year saw the first meeting with the new Superintendents at both Charing Cross and Holborn and CGCA representatives. We had a very informative and detailed discussion about some of the cross-border problems that Covent Garden suffers from. As a direct result, there appears to be better liaison between the two divisions at all levels, which can only be good for Covent Garden.

The Crime & Disorder Bill, which is likely to come into effect later this year, will require the police to liaise closely with its local community. It is for that reason that we have arranged that meetings with Holborn will in future be held locally and be focused on Covent Garden problems.

We still believe that, due to financial constraints, the police presence in the Holborn part of Covent Garden is insufficient. No matter how many statistics are produced to state otherwise, a visible police presence does act as a major deterrent to crime. Particularly at night, a 'Bobby on the beat' can do much to prevent crime and reduce the fear of crime. We welcome Insp Marriott to Holborn Division and hope that he will be able to stay longer than his predecessor and get to know the issues that cause us concern.

The continued effect on us inflicted by drunks and vagrants is nearly enough to drive us to drink! Their noisy and often aggressive behaviour can only do Covent Garden's reputation further harm. One example is the abuse of the new garden beside St Paul's Church, which now seems designated as a prime site for drunks. Whilst speaking on the subject of homelessness and alcohol abuse at a conference held at New Scotland Yard, I pointed out that many central London residents have run out of sympathy for the real victims, as they are all constantly besieged by 'professional' drunks and beggars.

The huge numbers of tourists continue to attract the illegal street traders, ready for the rich pickings of the vulnerable stranger. The joint efforts of the Police, Westminster City Council and relevant statutory agencies have had an impact on the illegal traders, but there is much more work to be done, as this menace is a very lucrative way of life. More visible Police presence is the only solution if we are to retain any quality of life for all who live and work here.
